Occupancy Energy-File Checklist for Builders

Prepare the completed home, installed mechanical systems, final product information, and current building-department documents for the final test and as-built report.

Book the final test early enough to resolve a site-readiness problem before the occupancy package is due.

Have the completed home ready for testing and provide the final window, insulation, heating, cooling, hot-water, and ventilation information I request for the as-built report.

Building-department forms and submission responsibilities vary. Send the current occupancy checklist and inspection comments with the final project information.

Confirm the occupancy submission

This checklist supports project coordination. The building department determines the forms, reports, and submission process required for occupancy on the specific permit.

Final-test readiness

Make the completed pressure boundary ready.

  • Complete ceilings, exterior and foundation walls, exposed floors, drywall or other interior finish, windows, doors, attic hatches, and skylights
  • Finish weatherstripping, exterior-door adjustments, and envelope penetrations
  • Fill plumbing traps with water or cap unfinished rough-ins; close fireplace dampers, crawlspace access, attic hatches, windows, and exterior doors
  • Tell me before the visit about broken or unclosable windows or doors, combustion appliances, or unusual test conditions
  • Keep suites, attic, basement or crawlspace, mechanical systems, and a suitable blower-door opening accessible
  • Provide safe power and a clear unloading area, and avoid scheduling other trades to enter or leave during the final test
Project records

Send the identifiers and current forms.

  • Project address and permit number when available
  • Builder or applicant contact and target occupancy date
  • Current building-department checklist or inspection comments
  • Installed heating and hot-water equipment details, including indoor and outdoor heat-pump components when applicable
  • Final window and exterior-door product information requested for the as-built report
  • Final ventilation equipment and available commissioning information
  • When an EnerGuide evaluation is in the quoted scope, have the installed heating and hot-water systems present and operational for the final evaluation
Handoff

Confirm who receives and submits each document.

  • Review the final airtightness result
  • Resolve missing product or mechanical information
  • Confirm the as-built Step Code report matches the completed home
  • When an EnerGuide evaluation is in scope, allow me to document required items such as mechanical systems, attic insulation, windows, and the exterior
  • Place completed reports in the builder or applicant file
  • Follow the building department’s active submission process
