Kelowna requires the pre-construction compliance report before the building permit is issued and the as-built report before the occupancy permit is issued. The City also directs energy advisors to use 3,715 heating degree days in the compliance calculator for new submissions. As of August 2026, Kelowna does not require the mid-construction test, and the City lists a $325 building permit rebate, up to three per builder, for completing one.
