As-Built Energy Reports For BC New Construction
As-built energy reports for BC Part 9 builders: final airtightness results, construction changes, mechanical updates, and occupancy-stage closeout.
Closeout gets harder when the final airtightness test, construction changes, mechanical updates, and energy model revisions are gathered after the occupancy deadline is already close. Builders need the as-built file to reflect the home that was actually constructed, not just the permit model.
Apollo completes or coordinates the final airtightness test, reviews construction changes against the Step Code report, updates the HOT2000 model as required, collects relevant mechanical or ventilation documentation, and provides the as-built reporting package for the builder or applicant to submit to the AHJ.
Timing: Book when the home is substantially complete, exterior openings and envelope penetrations are finished, mechanical systems are installed enough for the required documentation, and the site is ready for final testing. For Penticton projects, coordinate this closeout path with the Penticton Step Code guide.
What to send: Send the permit number if available, final site contact, target occupancy or inspection date, current drawings or marked-up changes, final window, mechanical, or ventilation changes, and any AHJ comments or forms already issued.
Book when the home can be tested and documented.
- Exterior windows and doors are installed and operating
- Major envelope penetrations are complete and sealed
- Mechanical equipment is installed enough to confirm final assumptions
- Mechanical or ventilation documentation is available when the project file needs it
- A site contact can provide access and answer construction-change questions
Bring construction changes forward before closeout.
- Window or door products, sizes, or performance values changed from permit
- Wall, roof, floor, slab, or foundation assemblies changed during construction
- Heating, cooling, domestic hot water, or ventilation equipment changed
- Air-barrier strategy or airtightness target changed after the pre-construction report
- The AHJ issued comments or requested updated energy documentation
Use final results to update the energy file.
- Final airtightness result and test documentation
- As-built model updates when construction differs from the permit assumptions
- Relevant mechanical or ventilation documentation where required by the project file
- Updated as-built compliance report package for the builder or applicant
- Clear next-step notes if the AHJ requests additional information
Avoid delays at occupancy stage.
- Final test is booked before penetrations or exterior openings are complete
- Mechanical or ventilation changes are not shared with the energy advisor
- Mechanical equipment is inaccessible or not ready for documentation
- Construction changes are discovered only after the report is being finalized
- AHJ comments are not included with the closeout request
What builders ask before booking.
When should I book the as-built report?
Book when the home is substantially complete, exterior openings and envelope penetrations are finished, and the site is ready for final airtightness testing.
What changes does Apollo need to know about?
Share any changes to windows, assemblies, mechanical systems, ventilation, air-barrier details, or AHJ comments that differ from the permit-stage file.
Does the as-built report replace the pre-construction report?
No. The as-built report closes the loop by updating the compliance file with final test results, commissioning inputs, and construction changes.
What can delay the as-built report?
Unfinished envelope penetrations, inaccessible mechanical equipment, missing construction-change information, or an incomplete final airtightness setup can delay reporting.
